Obama admin approves 2 solar loans worth $1B (AP)

WASHINGTON ? The Energy Department on Wednesday approved two loan guarantees worth more than $1 billion for solar energy projects in Nevada and Arizona, two days before the expiration date of a program that has become a rallying cry for Republican critics of the Obama administration's green energy program.

Energy Secretary Steven Chu said the department has completed a $737 million loan guarantee to Tonopah Solar Energy for a 110 megawatt solar tower on federal land near Tonopah, Nev., and a $337 million guarantee for Mesquite Solar 1 to develop a 150 megawatt solar plant near Phoenix.

The loans were approved under the same program that paid for a $528 million loan to Solyndra Inc., a California solar panel maker that went bankrupt after receiving the money and laid off 1,100 workers. Solyndra is under investigation by the FBI and is the focal point of House hearings on the program.

SolarReserve LLC, of Santa Monica, Calif., the parent company for Tonopah, is privately held. The Energy Department said its rules prevented it from discussing the company's financial information. Sempra Energy of San Diego, which owns Mesquite, is publicly held.

Energy Department spokesman Damien LaVera said the two projects had extensive reviews that included scrutiny of the parent companies' finances.

Chu said the Nevada project would produce enough electricity to power more than 43,000 homes, while the Arizona project would power nearly 31,000 homes. The two projects will create about 900 construction jobs and at least 52 permanent jobs, Chu said.

"If we want to be a player in the global clean energy race, we must continue to invest in innovative technologies that enable commercial-scale deployment of clean, renewable power like solar," Chu said in a statement.

Senate Majority Leader Harry Reid, D-Nev., is a strong supporter of the Nevada project, which he says will help his state's economy recover. Former Gov. Jim Gibbons, a Republican, also supported the project.

The loan approvals came just two days before a renewable energy loan program approved under the 2009 economic stimulus law is set to expire. At least seven projects worth more than $5 billion are pending.

Rep. Cliff Stearns, R-Fla., chairman of a House energy subcommittee that is investigating Solyndra, said the impending deadline was no reason to complete loans before they are ready.

"Solyndra was the product of a bad bet rushed out the door, and taxpayers are now on the hook," he said. "We cannot afford DOE rushing out more Solyndras in these final hours."

A government watchdog group said the Solyndra bankruptcy shows the need for greater oversight of all the department's loan guarantee programs.

"It is time for a full audit of their activities, their management and their results," said Tom Schatz, president of Citizens Against Government Waste, Washington-based advocacy group.

"Candidly, it might be time for the federal government to rethink the whole idea of loan programs," Schatz added, calling the government's track record on loan guarantees "lousy."

Too often, the government either backs risky or failing ventures, resulting in a loss of taxpayer money, or subsidizes companies and industries that are mature and profitable and don't need the money, such as the oil and gas industry, Schatz said.

Scott Crider, a spokesman for Sempra Generation, a Sempra Energy subsidiary that is developing the Arizona project, said its loan guarantee was far less risky than the Solyndra loan. Most importantly, the project has a 20-year agreement with Pacific Gas & Electric Co. to buy power supplied by the solar plant, he said.

The purchase agreement is a key element of the project and will "provide assurance that there are sufficient revenues in place to support the loan guarantee," Crider said.

A similar agreement is in place in Nevada. NV Energy, the state's largest electric utility, has agreed to purchase power from the Tonopah tower, which will connect to NV Energy's power grid. The Interior Department approved the project, known as Crescent Dunes, last year.

Solyndra, of Fremont, Calif., was the first company to receive a loan guarantee under a stimulus-law program to encourage green energy and was frequently touted by the Obama administration as a model. Since then, the company's implosion and revelations that officials hurried review of the loan in time for a September 2009 groundbreaking has become an embarrassment for Obama as he tries to sell his job-creation program.

Next, he has to face Chan Sung Jung, also known as "The Korean Zombie," at UFC 140, and for the first time, will prepare for a fight without Tompkins in his corner.

Hominick, who spoke to Cagewriter as part of a lobbying trip to Ottawa, Can., said that he will use the turmoil of the year in his December fight.

"The passing of Shawn was obviously beyond a shocker. He was the best man in my wedding. He was more than just a mentor in the sport. He became a life mentor for me. That's a huge void, but everyone on our team has stepped up. We became closer because of it, because we know we all have to step up to try to fill that void. It's our duty to carry on his legacy: to keep training, to keep winning, to keep performing in the cage."

Hominick, along with Team Tompkins members Chris Horodecki and Sam Stout (Tompkins' brother-in-law), is focused on continuing the Team Tompkins legacy.

"This is going on 15 years that we've all been together. We're a very tight-knit group, and that's what we're trying to stress right now. To keep that unity. Even Shawn's dad stepped up. Shawn's dad came into the gym and talked to the group, and Shawn's brothers. Just kind of letting everyone know that we're not sitting idly by. We're working for his legacy."

That loss to Aldo came during UFC 129, the UFC's biggest event. It took place in the sold-out Rogers Centre, just an hour from Hominick's hometown of London, Ont. He says that being in that fight taught him what it means to be at the top of the heap, and how much he wants to get back there.

"There's a lot of extra pressure, a lot of extra time and a lot of extra commitment for being the title contender. Being the hometown guy in the biggest show in UFC history in an arena an hour from where I lived definitely overwhelmed me at times, so I have a newfound respect for it. I know I have to make certain changes to make sure that not only can I make it there, but I'm staying at the top."

Hominick's next bout will again take place in Toronto. He won't have the pressure of being a co-main eventer, but he will have to face the always difficult Jung. He plans to draw on the experiences of his WEC win over Leonard Garcia.

"It's going to be pretty similar to the Leonard Garcia fight. Very similar, very wild. The main thing is just getting a wide variety of sparring partners. You've got to get someone who is all over the place."

For the first time, Hominick will come to the Octagon as a father. His daughter was born weeks after the loss to Aldo. He says that his daughter's birth hasn't changed him as a fighter, but does add some perspective to his days.

"She puts a smile on my face. I started learning that it's not your time any more. It's their time. They're the moments of the day that matter."

First delivered Boeing 787 takes off for Japan (Reuters)

SEATTLE (Reuters) ? The world's first carbon-composite passenger jet to enter commercial service took off for Japan on Tuesday, marking the first delivery of a Boeing Co 787 Dreamliner to a customer.

The Dreamliner left the runway at Paine Field north of Seattle just after dawn, flying into gusty, slate-gray skies, bound for Tokyo Haneda Airport. The flight will take about nine hours and 40 minutes.

Three years behind schedule, the Dreamliner will go into service for Japan's All Nippon Airways on October 26.

The 787 Dreamliner is a light-weight aircraft with an airframe made of carbon composites. It promises greater fuel efficiency and passenger comforts than similarly sized aluminum planes.

Boeing has wrestled for years with delays caused largely by problems with a large number of companies that supplied parts for the plane.

Now the company faces another monumental task of producing the airplane at a rate of 10 a month by the end of 2013. Boeing makes only two Dreamliners per month, and some experts doubt that the company can hit that target in two years.

The wide-body Dreamliner lists for about $200 million, depending on the model. Boeing has taken 821 orders for the plane, according to its website.

Boeing shares were up 3.1 percent at $63.91 on the New York Stock Exchange.

Former Florida. Gov. Claude Kirk dies at 85 (AP)

TALLAHASSEE, Fla. ? Claude Kirk, a flamboyant self-promoter who became Florida's first Republican governor of the 20th century even though he never held prior public office, died Wednesday. He was 85.

Kirk died peacefully in his sleep at his West Palm Beach home, his family said in a statement.

"He woke up every morning with 30 new ideas, 20 of which weren't the best in the world, but two were absolutely genius," said Nat Reed, who was Kirk's environmental adviser and later served as assistant interior secretary under Presidents Richard Nixon and Gerald Ford.

Rural Democrats dominated Florida politics when Kirk was elected in 1966, but his victory over Robert King High cracked open the door for what eventually became the Republicans' mastery of Tallahassee.

Although his political rivals derided the colorful insurance executive from Jacksonville, Kirk is credited with changing the course of state government and politics during his four-year term.

"There weren't a lot of people ready to be Republicans," the California-born Kirk recalled of those days during a 1999 interview with The Associated Press. "We had to create our own."

Political niceties were of no concern to Kirk, who was known as "Claudius Maximus," and "Kissing Claude," the latter a reference to his fondness for women and them for him.

"He couldn't resist being a character because he was born a character," said Reed in a telephone interview from New Brunswick, Canada, where he was traveling. "He had a position on everything, sometimes without careful analysis and thought. He loved being despised by newspapers."

Kirk also enjoyed battling with Florida's power brokers and a bureaucracy filled with retired lawmakers, Reed said.

"He torn down the temple of Old Florida," Reed said. "Gov. Reubin Askew followed him and built New Florida out of the rubble that Kirk left."

Reed, currently vice chairman of the Everglades Foundation, credited Kirk with starting to clean up Florida's environment that then was blighted by raw or ill-treated sewage flowing into the ocean and lakes. He said Kirk initially supported building an airport in the Everglades and the Cross-Florida Barge Canal but ardently opposed both when he realized what they'd do to the environment.

His relationship with the Democratic-controlled Legislature was acrimonious, especially over taxation and environmental issues. His opposition to court-ordered school busing gained national attention.

"Only the governor, as far as Kirk was concerned, knew what was good for the state and had the best interests of Florida in mind," Edmund F. Kallina Jr., wrote in a 1993 historical review of Kirk's years as governor.

"He viewed the Legislature with disdain, and at times, even contempt," wrote Kallina, a University of Central Florida history professor. "He could and did respect individual members, but he considered most of them corrupt or stupid or both."

Kirk could anger his friends as well as his adversaries.

"Claude and I had differences, but we were the kind of persons that when we had a difference we discuss it, we get it out," recalled U.S. Rep. C.W. "Bill" Young, an Indian Shores Republican who then was the Florida House minority leader.

Young said their differences were mostly over procedure rather than policy.

"It was a real challenge," he said. "He was very creative and he moved quickly. Oftentimes he didn't give us notice of which direction he was going to move."

Young said they remained friends over the years.

"As eccentric as he seemed on occasion, he was a good governor," Young said. "The state will miss the color and aggressiveness of Claude Kirk."

Claude R. Kirk Jr. was born Jan. 7, 1926, in San Bernardino, Calif., and attended high school in Montgomery, Ala. He served in the Marines in World War II and Korea and graduated from the University of Alabama Law School.

He moved to Jacksonville in 1956 to found the American Heritage Insurance. He became a Republican in 1960 to head the "Floridians for Nixon" campaign. Nixon carried the state by 3 percentage points over then-Sen. John F. Kennedy.

Kirk ran for the U.S. Senate in 1964 and lost. He then ran for governor in 1966, saying he didn't like the way the government was operating.

A supporter of the death penalty, Kirk even visited a state prison during his campaign and told death-row inmates that he might have to sign their death warrants one day.

Kirk, however, never had the chance because of an informal national moratorium on executions during his years in office.

He easily defeated High, who had won the Democratic nomination over incumbent Gov. Haydon Burns in a divisive primary.

"Marine training says you're never supposed to lose and I believe that as well," Kirk said. "I am most proud of getting elected, which I figured would happen."

Kirk, who was divorced at the time, showed up at his inaugural ball accompanied by "Madame X," whom he would not introduce to the press. The mysterious guest, Erika Mattfeld, married Kirk a month later. Three Kirk marriages ? two to the same woman ? produced seven children, including two who were born while he was governor.

Kirk had a playboy image when elected. His first and second wife, Sara Stokes, said in a 1967 interview a year after their second divorce that he "drinks to excess quite often" and "has indiscreet public associations with other women."

He lost his re-election bid to Democrat Askew in 1970 by a 57 percent to 43 percent margin.

The next Republican to win a governor's race in Florida was Bob Martinez in 1986, again after Democrats split during a bitter primary. Like Kirk, Martinez failed to win re-election.

After leaving office, Kirk pursued a series of quixotic campaigns ? including for the U.S. presidency, governor and U.S. senator ? and swung back and forth between the two major political parties.

Kirk and Erika lived in West Palm Beach, where the former governor spent most of his time in investment banking.

A son-in-law, U.S. Rep. Ander Crenshaw of Jacksonville, served as president of the Florida Senate in 1992 and was sent to Washington by voters in 2000 from Florida's heavily Republican 4th Congressional District.

"Claude Kirk was probably the most charismatic person I ever met," Crenshaw said in a statement. "He could be hysterically funny and fearlessly bold."

Gov. Rick Scott said in a statement that Kirk will be remembered as "a strong, outspoken and capable leader."

Kirk's political allegiances matched his eclectic personality. Kirk was a longtime friend of Nixon adviser Bob Finch, a former lieutenant governor in California.

After Watergate had forced Nixon from office, Kirk visited Finch at the White House.

"He said to me, `Kirk, do you know they have nine hours of you on tape in the White House?' I said, `Did I say anything?' He said, `As usual, nothing.'"

Calif quake project aimed to ID future hotspots (AP)

LOS ANGELES ? In the ongoing quest to better anticipate earthquakes, scientists embarked on an ambitious experiment: Identify the likeliest places where magnitude-4.9 quakes or stronger would occur in seismically active California over a five-year period.

Half a dozen teams decided to give it a shot. They developed sophisticated computer models, submitted their best guesses and waited. As part of the ground rules, they could not change their forecasts, which were checked against actual quakes that hit during the study period.

The goal was to see whether there was a reliable way to flag a seismic hotspot before the ground shakes.

The exercise, which began in 2006 and wrapped up last December, was not aimed at predicting quakes, which remains elusive. Instead, researchers were asked to pinpoint regions where quakes were more likely to occur based on past seismic history, activity on fault lines or other factors. The state was divided into 7,700 sections and teams had to give probabilities of quakes of varying magnitudes occurring in each one.

During the test period, 31 quakes larger than magnitude-4.9 rattled the state, including the greater Los Angeles region, San Francisco Bay area and off the Northern California coast. The largest was the 2010 Easter earthquake centered in Baja California that produced sizable aftershocks along the U.S.-Mexico border.

So how did scientists do?

"No single model takes home all the gold," said seismologist John Vidale of the University of Washington who was not part of any team.

U.S. Geological Survey seismologist Sue Hough agreed. The experiment shows just "how difficult it is to even evaluate rigorously the success of prediction methods," she said.

By one measure, three groups that took into account all past quakes regardless if they were big or small fared better than the rest. One of them analyzed the performance and published results online Monday in the Proceedings of the National Academy of Sciences

Some scientists questioned whether a team that has a stake in the game should be a referee. One of the study's leaders, Donald Turcotte of the University of California, Davis, said it is unavoidable given the tight-knit earthquake science community.

"It is impossible to find people with expertise who are not participants in the experiment," he said.

Jeremy Zechar of the University of Southern California, who is heading his own review, takes issue with the yardstick used by Turcotte's team to gauge success. It was developed halfway into the experiment and was not part of the original criteria agreed to by the participants.

Seismologist David Jackson of the University of California, Los Angeles, likened the experiment to kiddie soccer.

There are "no official winners or losers, but plenty of scorekeeping from the sidelines" to learn the strengths and weaknesses of various quake theories, Jackson said.

While scientists cannot say with certainty exactly when and where the next quake will strike, they have an idea of how quakes behave. For example, a big quake will produce smaller aftershocks in the same area. There's still a lot that's unknown such as whether quakes too small to be felt play a role in increasing the chances of a bigger quake.

Geophysicist John Ebel of Boston College was not surprised that his work ranked low in the study because he made simple assumptions.

"There's still a lot we don't understand," Ebel said.

Since the California experiment ended, scientists are applying lessons learned to a similar international effort currently under way.

Top EU official urges more integration (AP)

BRUSSELS ? The head of the European Union's executive arm urged Europe to get more united as it grapples to contain a debt crisis in Greece that's threatening the survival of the euro currency itself.

In a state of the union speech at the European Parliament in Strasbourg, France, Barroso, who heads the European Commission, came down firmly in favor of the 27-nation EU having a stronger central government.

"If we do not move forward with more unification, we will suffer more fragmentation," he said Wednesday.

"I think this is going to be a baptism of fire for a whole generation," Barroso added.

Barroso's comments came as lawmakers in Finland and Germany prepare to vote on measures that will give the 17 countries that use the euro more powers to fight a debt crisis that's already led to Greece, Ireland and Portugal to seek bailouts. Greece is lumbered with so much debt that many in the markets think it will have no option but to default.

As well as facing a crisis in the eurozone, the wider EU is dealing with problems afflicting its borderless travel area that many observers say call for stronger central management of the union. More integration though would mean that member countries would lose some powers they have considered part of national sovereignty.

Barroso asserted that the EU would be able to summon the political will to come up with overall solutions to its crises and proposed a tax on financial transactions, which he said could raise euro55 billion ($74.7 billion) a year.

Also Wednesday, the head of the European Central Bank told an Italian newspaper that governments should speed up their implementation of measures to fight the continent's debt crisis.

Jean-Claude Trichet's comments to Corriere della Serra came as lawmakers in Finland and Germany ready to vote on giving the eurozone's bailout fund new powers to support troubled governments.

Trichet called on leaders "to demonstrate their sense of direction" and quickly put the new steps into effect.

Trichet said in an interview to be published later that "now is the time for effective action, implementation, verbal discipline and a stronger team spirit."

Lawmakers vote Wednesday in Finland and on Thursday in Germany on giving the eurozone bailout fund the ability to buy government bonds, bail out banks, and lend to troubled governments quickly before they are in a full fledged crisis.

Those measures were agreed by eurozone leaders July 21, but the delay in implementing them has been one of the main reasons for the turmoil in financial markets over the past few weeks.

While waiting for approval of the July 21 agreements, the ECB has stepped in to buy government bonds and drive down borrowing costs for Italy and Spain.

Fears the eurozone's third and fourth largest economy may get sucked into Europe's debt crisis had stoked fears they would lose access to market funding and be forced into requesting bailouts, like Greece, Ireland and Portugal already have.

The ECB launched the purchases only reluctantly, and Trichet indicated he expected the bailout fund ? the European Financial Stability Facility ? to be in a position to take them over.

Still, the euro440 billion available from the EFSF has not reassured markets; so far European leaders have resisted suggestions to increase its size.

Markets have also watched nervously as eurozone authorities pushed Greece to make more cutbacks to qualify for an installment of bailout money that is needed to keep the country from defaulting.

A default by Greek or another government would send shock waves through the global economy, particularly in Europe, authorities fear. Banks would suffer such large losses on government bonds they hold that they would cut off credit to the wider economy and cause a recession.

Court terms MBBS admission criteria irrational (Lead)

The Gauhati High Court has found the Medical Council of India (MCI) eligibility criterion for MBBS aspirants from the scheduled castes and tribes "irrational and in violation of Article 14 of the Indian Constitution", officials said Sunday.

According to MCI regulations, MBBS aspirants from these categories must secure at least 40 percent marks in the combined competitive examinations or joint entrance examinations (JEE). The union health ministry and the MCI had earlier refused to further relax the criterion for northeastern tribes and scheduled caste students.

A senior Tripura health department official said around 31 MBBS seats were lying vacant in the government-run medical college in Agartala and in the Tripura quota in other states because no student secured the minimum in the JEE this year in the state.

Some students and guardians have filed a writ petition in the Gauhati High Court against the MCI regulations.

"The High Court has asked the authorities to admit those students in the MBBS courses within a week against their respective quota of seats," the official said, quoting the court order passed Friday in Guwahati.

"The division bench of the court, comprising I.A. Ansari and C.R. Sarma, said in their ruling that state secondary board examination results were sufficient," the official said.

"Though the MCI regulations had been upheld by the Supreme Court in its various verdicts, the fact of the matter remains that in the decisions, cited and relied upon, the constitutionality of the regulation have been put to challenge," the court is reported as saying.

"When the issue has not specifically been raised and has not been decided, the constitutionality of the MCI's regulation remains open for challenge on the ground of its irrationality," the high court said.

Union Health Minister Ghulam Nabi Azad, responding to a letter of Tripura Chief Minister Manik Sarkar, has communicated the centre's decision to follow the MCI guidelines.

Azad had said: "Though the health ministry agrees in principle that there is need to make enabling conditions to encourage the underprivileged sections of the society, so far as medical education is concerned, it is felt that diluting the qualifying criteria would neither be feasible not desirable."

HBT: Braves haven't ruled Jurrjens out for playoffs

Last week all indications were that Jair Jurrjens? knee problems would sideline him through at least the first round of the playoffs, but yesterday manager Fredi Gonzalez ?left open the possibility? that he might be cleared to pitch in the NLDS. If the Braves make the playoffs, of course.

David O?Brien of the Atlanta Journal Constitution reports that Jurrjens threw 44 pitches in an instructional league game Saturday and according to Gonzalez ?he did OK.?

If healthy Jurrjens would certainly be in the Braves? playoff rotation, but he hasn?t started a game since August 30 and posted a 5.88 ERA in the second half before being shut down with a bone bruise.

Gonzalez has said previously that he won?t start a pitcher in the playoffs unless they?re able to start a regular season game first, but O?Brien speculates that may no longer be the case because ?desperate times sometimes call for desperate measures.?

(AP) ? Facing discontent within his German flock, Pope Benedict XVI made a gesture by meeting with victims of clerical sex abuse as he called for Roman Catholics in the former communist East to rediscover their faith.

An estimated 30,000 people gathered Saturday before dawn in the cobblestone square beneath the soaring spires of Erfurt's medieval cathedral for an open-air Mass that took place under sunny skies and went ahead as scheduled despite reports in local media that a gunman had opened fire near a security checkpoint in the city center.

Erfurt police spokesman Dirk Sauter said police were investigating a report that shots had been fired before the Mass, but insisted that it was "several kilometers" from the Cathedral Square and was not linked to the papal visit.

In his sermon, the pope acknowledged that the collapse of communism in the former East Germany more than 20 years ago has allowed the church to function freely, but questioned whether that change has brought any increase in faith.

"Are not the deep roots of faith and Christian life to be sought in something very different from social freedom?" the pope said. "It was actually amid the hardships of pressure from without that many committed Catholics remained faithful to Christ and to the church."

Benedict's four-day state visit comes as Germany's church has been losing thousands of followers amid revelations that hundreds of children and young people were abused by clergy and church employees.

On Friday night, he took a step to placate some of the anger by meeting for half an hour with two women and three men from parishes across Germany who were among the abused. The Vatican said the pope expressed "deep compassion and regret" at the suffering of those who were abused and assured them the Church is seeking "effective measures to protect children."

Roughly 30 percent of Germany's 82 million people are Roman Catholic.

"I appreciate that he (the pope) is facing the problem, and that he is meeting these people," said Klaus Militzer, 68, from Erfurt who was among an expected 30,000 pilgrims streaming into the cobbled square beneath the city's main cathedral early Saturday.

"He can't undo it, that's not possible, but I think it is good that he is asking for forgiveness and sending a signal."

Benedict has been accused by victims groups and their lawyers of being part of a systematic cover-up by the church hierarchy for pedophile priests, in his earlier roles as an archbishop in Germany and later at the helm of the Vatican morals office.

Survivors groups were quick to denounce the pope's meeting with German victims as an empty gesture. They maintain the Church has not done enough to prosecute offending priests and prevent future cases of abuse.

Germany's Bishops Conference has set up a telephone hotline to counsel victims and help them to take legal steps against offending priests when possible.

Catholic leaders had warned ahead of Benedict's visit that there was no quick solution, but they hoped the pontiff could help heal wounds left by the scandal.

"I think it's certainly an important issue, but it's not the most important thing about a pope's visit," Monika Graner, a pilgrim from Wuerzburg, said of the sex abuse scandal.

Following the Mass in Erfurt, the pontiff will continue to the southwestern city of Freiburg, the final stop on this visit.

Protests have also accompanied Benedict's German tour, although numbers have been smaller than expected. Some 9,000 people turned out in Berlin to denounce the Vatican views on homosexuality, contraception and other issues.

McKenna says in court documents that the justices ?misapprehended law and overlooked fact.? He asks the court to reconsider its opinion, even though only two of the nine justices dissented in the decision earlier this?month.

The court found that McKenna could not deny the commission legal representation, saying that his ?responsibility is clear.? McKenna says he believes the ruling runs contrary to past decisions and that it could have unintended consequences, such as forcing his office to represent both sides of a?dispute.

The lands commissioner had sought McKenna?s aid in appealing a right-of-way case in Okanogan County. McKenna?s appeal is dated?Wednesday.

(AP) ? NASA's dead six-ton satellite fell to Earth early Saturday morning, starting its fiery death plunge somewhere over the vast Pacific Ocean.

Details were still sketchy, but the U.S. Air Force's Joint Space Operations Center and NASA say that the bus-sized satellite first penetrated Earth's atmosphere somewhere over the Pacific Ocean. That doesn't necessarily mean it all fell into the sea. NASA's calculations had predicted that the former climate research satellite would fall over a 500-mile swath.

The two government agencies say the 35-foot satellite fell sometime between 11:23 p.m. EDT and 1:09 a.m. EDT. NASA said it didn't know the precise time or location yet.

Some 26 pieces of the satellite ? representing 1,200 pounds of heavy metal ? were expected to rain down somewhere. The biggest surviving chunk should be no more than 300 pounds.

The Upper Atmosphere Research Satellite is the biggest NASA spacecraft to crash back to Earth, uncontrolled, since the post-Apollo 75-ton Skylab space station and the more than 10-ton Pegasus 2 satellite, both in 1979.

Russia's 135-ton Mir space station slammed through the atmosphere in 2001, but it was a controlled dive into the Pacific.

Before UARS fell, no one had ever been hit by falling space junk and NASA expected that not to change. NASA put the chances that somebody somewhere on Earth would get hurt at 1-in-3,200. But any one person's odds of being struck were estimated at 1-in-22 trillion, given there are 7 billion people on the planet.
