And I am sorry for you if you believe that you will never find love, because this type of attitude is what will make you never find love in the first place. Everyone deserves to be love why not you? If I can find love, I know you can to.

Have you ever heard of this quote by Tom Robbins, "we waste time looking for the perfect lover, instead of creating the perfect love"? I find that too many of us women are looking for Mr. right when we haven't worked on ourselves. You may be good in bed or does whatever he tells you to do, but truthfully speaking these things doesn't make you the perfect lover; it makes you the perfect pet to push around and get laid. It's more to love than sex. Doing what's best for him and not you all of the time is a totally wrong move from the jump, because a man wants a strong minded woman that is firm.

Have you heard of another quote "sometimes the one thing you are looking for is the one thing you can't see"? This is so true. I believe that when you're looking for something that is perfect or to your liking, sometimes that ideal thing is not for you or good for you. Take it like this, just because you love Crispy Cream donuts doesn't mean that they're good for you. Now we know that any type of donut isn't healthy, but we eat it anyways because it taste good. At the end, if we eat too many of them, we will gain weight and lose that perfect shape that we have. This is the same thing. No one is perfect. The one time you meet a guy that isn't what you're looking for may be the one that you've been looking for all your life. I know, because it happened to me, now make it happen for you.

Big NBC slate may hurt new shows' chance to score

(Reuters) - NBC plans to premiere 16 new shows in prime time starting this fall, by far the biggest crop of launches for any network for the next TV season and one of the biggest new slates in recent years.

The large number of new shows is a function of the network's status as the ratings cellar-dweller among the big four broadcast networks - the others are CBS, News Corp's Fox, and Walt Disney Co's ABC. But the amount of new shows also has the potential to overwhelm viewers.

"You are dividing your attention so many more ways. It's like having 10 children instead of two. How do they all get attention?" said media industry consultant Adam Armbruster of Eckstein, Summers, Armbruster & Co.

NBC, owned by Comcast Corp, is airing six new shows in the fall. The 10 other new shows it ordered will debut through early next year. This compares with third-place network ABC, which is adding 10 new shows to its lineup. First-place CBS and second-place Fox will add six and five newcomers, respectively.

Given the number of entertainment options vying for viewers' time - from television and movies to videogames and online video - marketing is critical. Properly promoting a new show to make it stand out from the crowd is almost as important as the show itself. In this regard, NBC has a strong platform to leverage in the Olympic games, which the network will air over the course of about three weeks beginning on July 27.

"You'll see during those 17 days we are going to try to set up the fall launch on NBC prime time as well as we can," said NBCUniversal CEO Steve Burke during a media event on Wednesday.

But that will not come cheap. For starters - while it is a common practice - taking up air time for in-house promotions during a large event like the Olympics means NBC is likely eating in to advertising inventory it could have sold to someone else, said Steve Ridge, president of the media strategy group at Frank N. Magid Associates. The network is, in essence, buying advertising with its promotional investment just like any other advertiser would, Ridge said.

Beyond that, NBC will have to choose between spending equally to promote each program or devoting the bulk of its marketing dollars to a few programs and hope others break out, industry analysts said.

"No one has an unlimited bucket of cash for promotion," Armbruster said.

Len Fogge, NBC Entertainment's president of marketing, said promotions for new shows airing during the Olympics will not cut into any advertising dollars and NBC is not taking up any more promotional time this year than it has in past Olympics. And Burke noted during the Wednesday event that NBC is on track to generate $100 million more in ad revenue than it did during the Beijing Olympics in 2008, but could not guarantee the network would make money this year from the games.

Last season, NBC spent $33 million to promote eight new shows, excluding advertising it ran on its own networks, according to Kantar Media. But one former NBC executive put the figure even higher, saying that in recent years NBC has spent around $50 million annually to launch its fall schedule.

Fogge declined to comment on the network's marketing budget and whether it would spend more than a year ago.

"We think it'll be adequate to amass the impressions we need to get people aware of our shows," Fogge said in an interview, adding that the network will also steer viewers to Twitter, YouTube, and Facebook for longer looks at its new shows.

After pitching its fall shows to advertisers in May, NBC collected $1.8 billion in commercial time, the smallest amount of advertising commitments from media buyers during the recently concluded "upfront" selling season.

Building a network from NBC's spot "is an extremely tough experience. It's a tough place to be," said Garth Ancier, former BBC Worldwide America president and a former programming chief at NBC and Fox. Moving back to a competitive position "is a multi-year experience."

OLYMPICS ADVANTAGE?

After Comcast acquired control of NBC in a $30 billion deal in 2010, the company chose Bob Greenblatt, who earned a reputation as a programming Svengali with shows like "Dexter" and "Weeds" at pay-TV network Showtime, to rebuild the network. At NBC, Greenblatt inherited only two legitimate hits: singing competition "The Voice" and "Sunday Night Football." That left him with plenty of holes to fill and few places to reach a large number of viewers to promote new entries.

That's where the Olympics comes into play.

While NBC lost money broadcasting the 2010 Olympics and said it may not turn a profit in London, the games provide an "unmatched platform" for promoting new programs and creating buzz, said Ridge, from Frank N. Magid Associates.

In 2008, the summer Olympics broadcast averaged 27.7 million viewers in prime time, or about 20 million more viewers than the 7.3 million NBC drew on average in prime time last season, according to Nielsen. Its most-watched show, "Sunday Night Football," averaged 21.2 million viewers per broadcast.

One gambit Greenblatt is taking to capitalize on the increased viewership NBC will receive from the Olympics is to premiere during the games commercial-free episodes of "Animal Practice," a show featuring a monkey that takes place in a veterinary clinic, and "Go On," starring former "Friends" star Matthew Perry as a sports broadcaster in group therapy.

But some media buyers are not convinced the network picked the most appealing shows for the older audience that normally tunes in for the games.

Initial feedback from advertisers on "Animal Practice" is lukewarm, said Steve Kalb, director of video investment at the Mediahub division of Mullen, a unit of Interpublic Group. And Perry has not clicked with audiences since "Friends" - his last NBC show, "Studio 60 on the Sunset Strip" was canceled, as was his sitcom "Mr. Sunshine" on ABC after just three months.

A strong Olympics presence does not always equal ratings gold for new shows either. NBC has been using the Olympics to promote new shows since it began broadcasting the games in 1988 and many of them failed to gain traction. It filled the 2008 telecasts of the Beijing summer games with promos for the Christian Slater spy drama "My Own Worst Enemy," which lasted only nine episodes before being canceled. In 2004, the network heavily promoted the critically panned Friends-spinoff "Joey," which got the axe after two seasons.

Shows promoted during the Olympics get an "initial sampling but it's not an indicator of longevity," said Brian Hughes, senior vice president of audience analysis at MagnaGlobal Intelligence, a unit of Interpublic Group.

"Ultimately, a show will live or die based on its own merits," he said.

NBC said the Vancouver Olympics gave a boost to two shows in 2010, "Parenthood," and the now-canceled reality show "Who Do You Think You Are?"

The latter show's cancellation lends credence to the notion that even if a new show manages to build buzz and generate strong ratings during the Olympics, the momentum could fade by the time it returns to its regular programming slot after the games. "Animal Practice," for example, won't debut in its regular time slot until September 26, more than a month after it airs following the Olympics' closing ceremonies on August 12.

While NBC said the two comedies it is airing during the games are anchors for the fall, the network also is likely to give promotional time to other shows, including "The New Normal" from "Glee" creator Ryan Murphy about a gay couple and their surrogate, and a comedy created by late-night host Jimmy Fallon called "Guys with Kids."

Though it is debuting 16 new shows during the year, NBC hedged its risk by ordering half-seasons for many of them and premiering some in the fall and others early next year. That strategy "cuts down on the number of repeats, which tend to have lower ratings," said Brad Adgate, director of research at Horizon Media.

While NBC will face a challenge to make new shows stand out from the pack, media buyers say it had few other options but to order so many shows, throw money at them and then hope something sticks.

"Even if one or two shows end up working for them, it will make a huge difference," said MagnaGlobal's Hughes.

JOHANNESBURG, South Africa ? When Lebo Mothae speaks about the United States of America, she smiles brightly. ?If I could go to America that would be my dream ? just to be there!?

Mothae?s only contact with American people is when she encounters the crowds of tourists that she must cut through to walk her 4-year-old son from home to a nursery school?close to?Vilakazi Street in Soweto, the South African township.?The area is popular with visitors because it is the street where former President Nelson Mandela once lived and former Archbishop Desmond Tutu still has a home.

To Mothae, a 32-year-old nursery school teacher, the United States represents a beacon of relative racial harmony.

The U.S. and South Africa share a dark racial past, but South Africa?s is much more recent ? white minority rule by the apartheid regime ended when Mandela was released from prison in 1990 and became president in 1994 after the country?s first democratic elections.

And although Mothae questioned her belief in the American people during the wars in Iraq and Afghanistan, the election of an African-American president in the U.S. renewed her hopes for racial equality at home and abroad.

?That election made me feel so warm about the American people,? she said.


Her faith in all things American was enhanced when first lady Michelle Obama visited South Africa last year, a trip that included a visit to Soweto.

?She?s a darling,? Mothae said. ?I remember the day and the time that she came to this side [South Africa]. She?s a nice lady. She?s quite down-to-earth. I like her.

?I see a mother ? a caring person. She?s devoted to what she?s doing. She is an icon for all black women in America, in South Africa and around the world.?

China means big money
But when Mothae talks of the future, and envisages the type of massive investment which might transform Soweto for her child?s generation, she speaks of China, not the United States.?

?China is the number one country because they produce so many things. So many things come from China. Even in America they have to go to China. That makes them the number one country.?

Lesego Seitisho, an unemployed IT administrator in Soweto, South Africa, talks about America.

Across Africa, the sudden emergence of massive Chinese investment, much of it in natural resources to satisfy the needs of its rapidly growing economy, has changed entire communities. Bilateral trade between China and Africa has grown exponentially ? particularly in just the last few decades.

In 1950 China-Africa bilateral trade was just $12 million, but by 1980, it topped $1 billion, according to China?s Ministry of Commerce. That number jumped over the last 30 years, with China-Africa trade volume reaching $114 billion by 2010, according to the Chinese.?Some analysts estimate that figure is likely to reach $300 billion by 2015.

The money has helped to build highways, stadiums and?parliament buildings across the continent ? while also taking away many of the continent?s natural resources. ?

Many leaders, including South Africa?s President Jacob Zuma, have been impressed by China?s enthusiasm for Africa as well as its perceived ?no strings attached? approach to investment.

Perhaps in response, U.S. President Barack Obama unveiled a new ?U.S. Strategy Toward Sub-Saharan Africa? earlier in June.

The strategy's most important objectives are ?strengthening democratic institutions and promoting economic growth, trade and investment,? according to the White House.

Secretary of State Hillary Clinton reinforced the idea of Africa as an ideal place for investment in the 21st century on the same day as Obama?s announcement.

?Africa offers the highest rate of return on foreign direct investment of any developing region in the world,? said Clinton. ?We in the United States like to talk about ourselves as the country that is the land of opportunity. It?s a point of national pride. Well, in the 21st century, Africa is the continent that is the land of opportunity.? ?

But he believed that American culture and the popularity of celebrities like Oprah Winfrey and Beyonce in South Africa give the United States influence that China could never match.

Bridging a special needs gap | UWM News

One of the goals of the Bridge to Independence and Training Lay Trainers rojects is to help families and health care workers communicate about the child?s needs.

Families caring for a child with a serious, chronic illness have enough to worry about without trying to deal with the confusing healthcare system.

A partnership involving faculty from the University of Wisconsin-Milwaukee School of Education (SOE), the Medical College of Wisconsin (MCW) and Children?s Hospital of Wisconsin is working to make it easier for families to learn how to care for children with special needs.

The guide can be used at home or in clinics to help care for a child with special needs, but also can help families be prepared for emergencies.

?We have developed a curriculum to help caregivers learn how to provide quality, safe care for their children,? says Simone Concei??o. Concei??o, associate professor in the SOE?s Department of Administrative Leadership, is the UWM leader of two related projects ?Bridge to Independence and Training Lay Trainers. John Gordon of the Department of Pediatrics is the principal investigator and Sarah Johaningsmeir is the Research Coordinator from MCW. Holly Colby is the partner with Children?s Hospital of Wisconsin.

Basically, what Concei??o and her colleagues are doing is designing simple, straightforward educational materials to teach parents and other caregivers about their child?s condition and how to manage it. The initial materials were originally produced as part of the Bridge to Independence project for nurses and case managers who work with families and caregivers.

However, the partnership then received a two-year, $200,000 grant to expand the program, using the same curriculum materials. The resulting Training Lay Trainers project prepares parents of children with special healthcare needs to teach necessary skills to other parents of children with similar needs. ?We want to train lay people to teach other caregivers,? says Concei??o. The first training session was held in mid-June.

The Training Lay Trainers grant is funded through the Healthier Wisconsin Partnership Program, which MCW oversees. The funding is from endowments set up in 2004 at the state?s two medical schools with money from the conversion of the former Blue Cross & Blue Shield United of Wisconsin to a for-profit company.

The text and graphics were designed with health literacy principles in mind, and include plain language, short sentences, text boxes and bulleted lists.

In addition to UWM, MCW and Children?s Hospital of Wisconsin, the Wisconsin Department of Health Services? Children and Youth with Special Health Care Needs (CYSHCN) Program and the Milwaukee Bureau of Child Welfare are partners in the Training Lay Trainers project.

The information that she and others developed for both projects is designed to be easy for parents and other caregivers to use, says Concei??o, who specializes in adult education. ?We used health literacy principles in designing the materials.?

The written text uses short sentences, active voice, plain language, pictures, examples and video/audio resources. There are plenty of graphics, lots of white space, text boxes, bulleted lists and other design elements to make the material easy to read. The approach blends patient stories, information on the child?s health condition, action steps for caregivers and resources and forms.

?The idea is to make it easier for families and medical people to communicate about the child?s needs. The materials developed for use by nurses and case managers can be used in the hospital, at home or in clinics. It can be used in person, during phone conversations, through email and over the Web. ?We want to help them become more self-sufficient,? says Concei??o. An eventual goal is to translate the materials into Spanish.

CHICAGO (AP) - Daniel Murphy homered twice, Scott Hairston hit a grand slam and David Wright drove in five runs to lead the New York Mets to a 17-1 rout of the Chicago Cubs on Wednesday.

Ike Davis had a three-run homer and an RBI double as he combined with Murphy, Hairston and Wright to drive in all 17 runs - with each having at least four RBIs - to help the Mets snap a four-game losing streak.

The Mets had their highest scoring total since they had 18 at Wrigley Field on Sept. 5, 2010. It was also the most runs the Cubs have allowed since that game.

Murphy hadn't homered since last July 16 but went deep in consecutive innings to notch his first career multihomer game. Davis' four RBIs matched his career high and Hairston had his second career grand slam.

One night after having a 15-game hitting streak snapped, Wright had a sacrifice fly, two-run double and two-run single for his ninth career game of five or more RBIs.

The onslaught made for an easy afternoon for Mets starter Jonathon Niese (6-3), who struck out six and held the Cubs to one run over seven innings. Niese improved to 4-0 with a 1.89 ERA in day games this season.

The Mets' first seven hits went for extra bases, six of them off Cubs starter Jeff Samardzija (5-7). Samardzija also walked four batters and gave up a career-high nine runs in 4 1-3 innings.

He dropped to 0-4 with an 11.29 over his last four starts after going 3-2 with a 2.26 ERA in eight starts from April 24 to June 4.

Casey Coleman fared no better in relief, allowing seven runs in 1 2-3 innings.

The game was tied 1-all through three before New York got 15 runs in the middle innings.

Davis' RBI double and Murphy's two-run homer highlighted a three-run fourth. Davis capped the six-run fifth with a three-run homer, then Hairston's grand slam in the sixth gave New York another six-run inning.

Davis added an eighth-inning double as his last seven hits have gone for extra bases.

One night after stranding 12 runners in a 5-3 loss to Chicago, New York left just three runners on base despite getting 16 hits and drawing seven walks.

NOTES: Mets manager Terry Collins gave OF Kirk Nieuwenhuis the day off Wednesday. The 24-year-old is in a 3-for-26 slide. . Before the game, the Cubs designated RHP Randy Wells for assignment and recalled RHP Rafael Dolis from Triple-A Iowa. Wells has struggled with his control, walking 24 in 28 2-3 innings this season. . The Cubs walked Niese twice and have issued eight free passes to pitchers this season, second-most in the majors to Atlanta's 10.

Though many may dread the idea, young adults who move back home with mom and dad after a job loss may benefit from it more than they realize. Research published in the Journal of Political Economy finds that returning to the nest can be valuable insurance in a tough labor market, serving as a short-term safety net while also keeping long-term earnings from being stunted by a job loss.

"Intuitively, it makes sense that people move home after an employment shock," said Greg Kaplan, an economics professor at the University of Pennsylvania and the study's author. "We've seen a lot of anecdotal evidence of this during the latest recession, but there hadn't been much hard data on how common it is or what the effects might be. This study demonstrates that the option to move home is potentially very important."

Kaplan used data on nearly 1,500 men born between 1980 and 1984. Surveys tracked the men through their 20s, capturing employment status and living arrangements for each month. By the age of 23, nearly 40 percent of the men in the sample had returned home for at least a month after initially moving away from home. Those who stopped working were 63 percent more likely to back move home in the following three months, compared to those who continued to work. Constraints of the survey data forced Kaplan to limit his sample to men who did not go to college, but an additional dataset suggests that the phenomenon applies to the broader population. "When we look at aggregate state-level data we see a similar pattern," Kaplan said. "As a state's unemployment level increases, so do co-residency rates."

The data show an important long-term advantage to moving home after a job loss. Take for example an average person in Kaplan's sample who loses his job at the age of 20. People in that situation had earnings at age 26 that were 25 percent lower than someone who did not lose a job. However, this long-term effect was concentrated almost entirely among youths who did not live with their parents and did not return home after their job loss. Those who lost a job and did move back home had essentially the same earnings in later years as people who had never lost a job.

Why does living with mom and dad serve as a buffer from the negative earnings effect? Kaplan believes it's because those living at home can be choosier when looking for a new job. They have the option to wait for a job that offers higher future earning potential. "Jobs with higher growth potential may be harder to find," Kaplan said. "And they often involve low earnings in the short run but higher earnings in the futurean internship for example. If you're living at home, you might be able to wait for these better opportunities."

But if you're on your own and need to pay rent, you need a decent-paying job quickly. Easier-to-find jobslike food service or simple laborhave lower long-term growth potential. As a result people who are pushed into those jobs will have lower earnings down the line compared to those who can live at home and wait it out.

To test this idea, Kaplan used his real-world data to construct a theoretical model that simulates labor market choices. "In the model, I can do counterfactual experiments," he said. "I can take away the option to move home and see how important it is in different circumstances."

Using his data, Kaplan modeled how a 23-year-old might evaluate job offers in a world where the option to move home was turned on or off. He created two types of hypothetical jobs. "Safe" jobs come around often, but have lower potential for future earnings. "Risky" jobs are rarer, but have higher future earnings.

According to the model, there would be as many as 15 percent fewer youths working in risky, high-growth jobs if the option to move home is removed entirely, resulting in lower earnings over the long term. The model results echo the long-term income loss found in the real-world data and provide good evidence that the pattern is linked to constrained job choices for those who may be unable to move home.

As the NFL deals with well over 2,000 former players who are suing for concussions, the league understandably hopes to slam the door on future lawsuits from current players.

In one specific regard, the league is failing.

An Outsides the Lines report from Bob Holtzman of ESPN creates the perception of a dog chasing its tail regarding the question of whether the NFL is properly embracing technological advances that will help spot whether players should exit a game due to head trauma.

After explaining the work of North Carolina professor Kevin Guskiewicz to use helmet sensors to record in real time the force of each and every blow to the head during practice or a game, Holtzman explained that the NFL isn?t ready to say when or if the Helmet Impact Telemetry (HIT) system will be used.? The league then referred Holtzman to its expert on these matters.

And their expert is ? you guessed it ? Kevin Guskiewicz.

?I?ve been comfortable with the questions that we?ve asked and the validation studies that have been done to this point, and I feel as though we probably could have had this system in place a year or so ago,? Guskiewicz said.

?It absolutely can work in the NFL,? he added regarding the system that North Carolina now uses as a recruiting tool.? ?I?ve been doing it for eight years, so I know it can be done.?

Guskiewicz explained that eight NFL teams planned to use the HIT system in 2010, and that the plug was pulled at the ?eleventh hour.?? Citing an unnamed source, Holtzman reports that the NFL Players Association blocked the use of the HIT system.? Holtzman added that the NFLPA did not respond to repeated requests for an interview.

NBC analyst Hines Ward, who spent 14 years with the Steelers, believes players will be reluctant about using the HIT system.? ??You?re gonna open up a while Pandora?s Box with it,? Ward told Holtzman.? ?For a doctor to read a computer and tell me how hard I?ve been hit and to pull me out of a game, that won?t sit well with a lot of players.?

Ward also worries that the data will be used by owners to justify paying players less money.

Regardless, the NFL?s expert is getting impatient.? ?If we?re sitting here in a year from now and we?re not any closer to have on-field, real-time biomechanics being measured, I?ll be real frustrated, and perhaps ready to throw the towel in,? Guskiewicz said.

Lawyers interested in representing current players in future concussion lawsuit are likely feeling anything but frustrated.? With the NFL?s expert believing that the technology could have been and should have been used in 2010 ? and upset by the fact that it?s still not currently in use ? any player who suffered concussions even after the NFL had a Congress-induced epiphany in October 2009 will be able to argue that, if the NFL merely had followed the advice of its expert and used the HIT system, the player would have been pulled from a game before real damage had been done.

The report that the NFLPA stopped the implementation of the technology in 2010 complicates matters for future plaintiffs.? But that one fact could mean that future concussion lawsuits will be filed not only against the NFL, but also against the union.? (To date, concussion suits have been filed only against the league.)

Regardless, any actual or perceived failure by the stewards of the game to do everything reasonably possible to reduce head injuries or avoid them altogether will provide fodder for an ongoing stream of litigation from the men who currently play the game.? And the league?s failure to follow the advice of Kevin Guskiewicz creates a far more tangible, clear, and defined risk of liability than the Saints bounty program ever could.

Injuries reported in mall roof collapse in Canada

At least four people were injured when the roof of a shopping mall in Ontario, Canada, collapsed Saturday afternoon, officials said.

The roof was used for parking at the two-story Algo Centre Mall in Elliot Lake, about 335 miles northwest of Toronto. CBC News quoted a witness as saying cars had plunged through the roof.

"You can see the roof with the cars hanging inside," Joe Drazil, identified as a Zellers employee at the mall, told the CBC.


Mayor Rick Hamilton told CBC that four people were taken to the hospital.?A fire official reached by Reuters said emergency workers were still searching for possible victims.

Mall manager Rhonda Bear told CBC News that repairs had been done to the roof over the last year, but not "any huge structural repairs" to the part that collapsed. She also told CBC that the mall owners,?Toronto-based Eastwood Mall Inc., ordered a structural study a month ago that she said turned up nothing.

But the CBC said?the Elliot Lake Standard newspaper has reported that the mall had had roof leaks for years.

The benefits of his apprenticeship at New Farm is learning new skills and different styles of cooking. "Chris speciailises in teaching method, not recipe," Ben says, "It allows you to grow creatively whilst still having the flexibility to perform advanced cookery skills."

"We have catered for a number of events", says Chris, "some of which have been big celebrities".

When asked on which celebrities, Chris was not at liberty to say, "but lets just say there may have been some royal guests in attendance".?

Meanwhile, in the real ale tent, a hog roast was taking place courtesy of Aston Marina.

Head Butcher, Nick Griffin was at hand, "nothing says party like a hog roast", he laughs.

The pig had started cooking as early as 2.15am and was ready to eat at about 9.30, just before guests started arriving at the racehorse.

"A pig this size, can provide 200 portions," says Nick, "and we serve big portions". ?

Titanic Brewery was also at hand, serving a range of its best ales, as well as Lymestone Brewery from Stone.?

Medical Review Business Process Outsourcing Increasing Among ...

Among health insurance entities, including health plans, medical management companies and third-party administrators (TPAs), a continuing objective is to reduce costs, improve quality, and meet rigorous accreditation and regulatory compliance standards. This challenge is especially true when it comes to reviewing the medical necessity of service requests, including pre-authorizations as well as member and provider appeals.

Given this shift in thinking about how best to utilize internal medical staff, leading IROs have evolved and can now function as full service business process outsourcing partners for a health plan as it relates to medical decision making. High-performance IROs have developed an integrated portfolio of services that are delivered through web-based technology platforms. The IRO can now reduce and/or balance workloads inside the health plan, lowering costs and improving productivity in ways not possible before, Rowe added.

One such plan that recognizes this is Cambia Health Solutions, which operates BlueCross and/or BlueShield health plans in four western states, serving nearly 2.5 million members. The Regence affiliated companies have fully integrated their IRO (AllMed) into their clinical decision-making operations as a BPO partner. It relies on the company for outsourcing of all physician review functions, including first-level pre-authorizations and specialty-matched appeals.

An outsourcing partner like AllMed is a really good fit for us, said Csaba Mera, MD, Executive Medical Director of Regence BlueCross BlueShield of Oregon. It has a large panel of physicians available for specialty-matched case reviews through a secure web portal, which improves our turnaround time on pre-authorizations and appeals. This gives our medical directors more freedom to focus on higher-level tasks such as medical policy development, provider services support and implementation of required regulatory programs.

But choosing the right IRO partner requires solid due-diligence, Mera would say, confirming that the partner needs to bring together all the cross-functional disciplines and expertise in physician recruiting, credentialing, training, quality assurance and compliance. Further, the full-service IRO should offer a solution that is highly optimized and integrated into the health plans clinical decision-making workflows. In the end, such a solution must be faster, better, and cheaper than what a health plan can develop and maintain on its own, he added.

The attempted recall of Wisconsin Republican Gov. Scott Walker turned neighbor against neighbor, split many households and became one of the most brutal political battles in the country.

The controversy stemmed from Walker?s goal of eliminating collective bargaining for public employees unions due to budget shortfalls.

At its heart, the real issue in Wisconsin wasn?t the budget. It was about raw political power and who will have it.

Could it happen in Washington state? And what does it say about the polarization of our country and the future?

Walker won the test of political strength with a comfortable margin for several reasons. There is a growing concern among many voters that public employees are too well paid and their retirement systems too expensive. Evidence similar votes in San Diego and San Jose, Calif., to curtail public pension systems.

The representations of benefits received by public employees may not be wholly accurate depending on which unions, teachers, police, fire, social workers, clerks or others are calculated ? but the perception is there, and it is growing.

Walker also benefited by raising significantly more money than the unions ? $45 million vs. $17 million ? for the campaign. But the main reason he won was a smart political move he made at the beginning. Walker claimed the state needed to eliminate collective bargaining due to a budget shortage. He did not include police or fire in the legislation. This removed the two most politically influential unions from the fight. Since they also tend to have among the most beneficial pensions, it also suggests that Governor Walker?s budget concerns may have been secondary to weakening the other unions that, not surprisingly, tend to favor Democrats.

The telling point was Walker?s effort to eliminate the unions? ability to collect dues from the members. Part of the unions? dues can be used to donate to candidates for office, usually Democrats. He was trying to cut off the funding source for the opposition.

Had Walker included uniformed personnel in his proposal to the Wisconsin Legislature, it likely wouldn?t have passed. Even if it had, it is likely the public vote would have been significantly different if police and fire had joined the recall effort, and Walker was smart enough to know that.

Politically speaking, Wisconsin, San Diego and San Jose have served as a testing grounds for political techniques aimed at tilting the level of the playing field nationally between labor and management. Weakening public sector unions will eventually weaken private sector unions, and unions have historically been a key Democratic constituency representing the working class.

Management is typically more well paid and, along with wealthy conservative donors, tend to support Republicans.

The disappearing middle class has been more Democratic, but out of concern for their own diminishing paycheck, appears receptive to the anti-public employee message. So do some private sector unions for similar reasons.

Whichever side of the argument you are on, objectively watch the spin and techniques used to persuade you. When Democrats wanted to tax the richest one percent in the country at a higher level, Republicans accused the Democrats of ?class warfare.?

When the Republicans attacked benefits for public sector unions that generally represent working people, ?class warfare? got lost in the debate over how your tax dollar is spent.

So far, Republicans are winning the message battle.

The successes of money and message in Wisconsin has emboldened political leaders elsewhere.

Could it happen here? Yes, although both candidates for governor, Jay Inslee and Rob McKenna, have downplayed any comparisons to Wisconsin in their campaigns. Labor is still pretty strong in Washington and we are still a blue state. Both Inslee and McKenna have been endorsed by some public employee unions, although the alignment with Inslee seems closer. And the latest forecast shows the state revenue on track.

Nevertheless, the Wisconsin debate has already started here. Public unions have gone through pay cuts, layoffs and during the last session, a battle over pension issues.

Whether it is Inslee or McKenna who wins the governor?s seat, they will be a ?rookie.? And initially, the real power may come from whichever party controls the state Legislature. Democrats believe that after three years of significant cuts, it may be time to resist a further decline in state services. Republicans will want to continue the cuts to undermine public unions and could find McKenna more receptive.

The real battle may be in the future. The Republicans? long-term strategy is to take public unions out of the political battle by reducing their numbers and the dues they pay that typically support Democratic candidates.

To see what may happen here, watch how the battles in Michigan, Minnesota, New Hampshire and New Mexico play out. If Republican governors in those states are able to weaken collective bargaining for public unions, Washington will move up on their list of targets.

Due to a difference in governmental structure, a recall isn?t likely here. The budget debate will set the framework, but the underlying issue will be political power.

Brutal as it may be, Wisconsin could not only happen here, it may be just around the corner.
